Finally some relief for Pet Parents stuck in war-hit Ukraine as the Ministry of Fisheries, Animal Husbandry and Dairying relaxes import requirements for companion animals to travel with their guardians from war-hit Ukraine to India. The Ministry issued an Office Memorandum after a few Indian students stuck in different parts of Ukraine declared that they were not willing to leave their pets behind while being rescued. One of the students, Rishabh Kaushik, also posted an appeal for help on social media. Following this, PETA India came forward and approached the ministry for their intervention.
The Office Memorandum stated, "Considering unique and extraordinary situations in war-hit Ukraine wherein pre-export requisite formalities to export of pets into India may not be fulfilled, the import of pet dogs and / or pet cats along with stranded Indians being rescued by the Government of India, is being facilitated as one time relaxation measure".
Before this relaxation, a pet parent had to submit proof of continuous residence in the particular country for two years and a detailed pet vaccination record among several undertakings, affidavits and forms. With this one time relaxation, pre import conditions now include a declaration from the pet parent that the pet has been residing with them for at least a month. The memorandum further stated, "an updated pet vaccination certificate / pet book / pet passport indicating the history of the vaccination” will be needed and vaccinations due / delayed by not more than 15 days shall also be considered.
